Rachel Kibbe, Founder and CEO of Circular Services Group (CSG) and American Circular Textiles (ACT), is a leading force in circularity and sustainability. Her early fascination with landfills, kindled by childhood dirt biking in junkyards, has evolved into a pioneering role in the fashion industry. Under her leadership, CSG and ACT have become trusted advisors to global NGOs, major retailers, and circular service providers, notably contributing to the first federal textile reuse and recycling provisions through the bipartisan Americas Act, which includes over $14 billion in funding and incentives. ACT, which is formed by over 30 brands and organizations, works to establish US leadership in textile waste and circular fashion policy.
Rachel’s entrepreneurial spirit led to the founding of Helpsy, an early ethical digital marketplace, which she later merged with a used clothing collector. An acclaimed speaker on supply chains, textile waste, and sustainability, Rachel has been recognized as a 2024 Sustainable Thought Leader by Vogue Business and featured in WWD, The New York Times, Forbes, The Guardian, The Business of Fashion, and more. Her leadership continues to drive significant advancements in circular practices within the fashion industry.

Jamie serves as Circular Services Group's research analyst, leveraging her background in fashion retail merchandising and e-commerce. Her journey into the realm of sustainability was ignited by a firsthand realization of the alarming waste generated by the industry. Witnessing the environmental impact fueled her commitment to making a positive change. While supporting CSG, Jamie is also pursuing her MBA in sustainability, channeling her passion into a comprehensive understanding to support more sustainable business practices.
Olivia Rockman, Copywriter + Editor
Olivia Rockeman serves as a copywriter and editor for Circular Services Group, leveraging her background as a journalist to develop communications related to textile waste and circularity on our website and across social media. She's written about textile recycling, fashion policy, and the carbon footprint of the fashion industry for publications including Vogue Business and Bloomberg Green. In addition to her work with CSG, Olivia is pursuing an MFA in creative writing at The New School.
Bryce Ott, Executive Assistant
Bryce has a diverse background in fashion, sustainability, and operations. Holding a BS in Fashion Merchandising and a BA in Environmental Studies from Kent State University, Bryce has a wide range of experience, including managing retail operations, recruiting in the energy sector, handling sales and marketing, and overseeing operations and administration as a program coordinator.

Teresa is a seasoned public policy professional with a proven track record of leading impactful policy and advocacy campaigns across the business and nonprofit sectors. With experience ranging from state legislative committee staff to directing legislative programs for major associations, she has dedicated her career to shaping effective and responsible public policy. An expert in bill research, analysis, and drafting, Teresa excels at translating complex legislative language into clear, accessible information. In her role at ACT, Teresa drives efforts to enact policies that support responsible textiles and circularity across the United States..
Randall Gerard, Federal Public Affairs Consultant
Randall Gerard is a seasoned government relations expert with deep connections in Washington, D.C., and state capitals nationwide. As a principal liaison for Cogent Strategies, he leads outreach to Republican leadership and drives policy campaigns on tax, energy, environment, telecommunications, and education. A key figure in the Republican Governors Association’s National Finance Committee, Randall has helped shape major legislation, including the 2017 Tax Cuts and Jobs Act, and secured critical federal appropriations post-9/11. Beginning his career under Senator John McCain, he now splits his time between Washington and Dallas while remaining active in business mentoring—and formerly coaching his daughter’s basketball team, the Sassy Unicorns.
